The past 8 years of George Bush have surely been some of the worst we have ever seen in the United States with regard to both human rights and harm reduction.
Not only does the state of Texas lack needle exchange–in Texas you can get prison time for possessing a clean needle.
It was bad enough that the United States was violating the first amendment by funding AA brainwashing camps before the days of Bush–under Bush every religion was given federal funding to brainwash drug addicts into their beliefs.

It was with great joy that I heard that our new president elect Barack Obama has reduced his Marlborough habit to smoking three cigarettes per day. This is tobacco harm reduction at its best.
Maybe Obama actually gets that better is better? Maybe we will see some funding for harm reduction programs which actually work instead of the current war on drug users and drinkers?
Let us keep our fingers crossed.
